Recently, the approval of medical institutions has not been strictly set up in some localities, and verification is not timely and supervision is not in place. In order to further strengthen the approval and verification of medical institutions, the following requirements are proposed:

First, attach great importance to strengthening the leadership of medical institutions is an important place for medical and health activities. The establishment of examination and approval is an important task for the health administrative department to perform its duties and carry out administrative licenses. It is a concrete manifestation of governing according to law; medical institutions verify that medical institutions can Continuously provide safe and effective medical services. Local health administrative departments at all levels must attach great importance to the setting up of medical institutions for examination and approval and verification, clarify responsibilities, strengthen leadership, insist on who will approve, who will check, and who will be responsible.

Second, strict examination and approval and verification of local health administrative departments at all levels must strictly follow the "Regulations on the Management of Medical Institutions" and its implementation details, "Planning of Medical Institutions", "Basic Standards of Medical Institutions", and "Administrative Approval of Medical Institutions by the Ministry of Health Several regulations, the Measures for the Administration of Calibration of Medical Institutions and related regulations, strict medical institution establishment approval and verification management. When the approval is set, the relevant materials shall be carefully reviewed, and the level, category, diagnosis and treatment subject, and name of the medical institution shall be determined in accordance with the functional tasks of the medical institution. If the basic criteria for the medical institution and relevant conditions cannot be met, the approval will not be given. Strict implementation of the approval system, the record management system, and the on-site examination system and other related systems for approval, to ensure that medical institutions set up approval procedures are legal. When verifying a medical institution, it is necessary to focus on the inspection and review of the basic conditions and practice status of medical institutions in order to implement effective access control for medical institutions. Medical institutions that do not meet the requirements must be cleared up in accordance with the regulations.

Third, strengthen supervision and inspection Local health administrative departments at all levels shall organize regular supervision and inspection of the establishment of medical institutions in the jurisdiction of the establishment of the examination and verification work. Any issues found in the inspections shall be ordered to be rectified within a time limit; if they have not been corrected after the overdue period, they shall be reported and criticized; during the rectification period, they shall consider or disregard the arrangements for the project, funds, or access to medical technology. IV. Strengthening departmental cooperation and information communication The relevant units of the health administrative department, supervision and management department, and medical institutions shall strengthen mutual cooperation and information sharing, and strengthen the construction of departmental information management. If there are omissions and errors, it shall be promptly added and amended in accordance with the regulations. The provincial health administrative departments must publish information such as lists of medical institutions to the public on government websites and accept social supervision.
