Previously, the Beijing Municipal Health Bureau announced that there will be five hospitals, including Friendship Hospital, to carry out pilot reforms of public hospitals. According to Chen Jisheng, the "medical separation" pilot work in five public hospitals includes the decoupling of doctor's prescriptions from hospitals and doctors' income. According to the current policy of Beijing Municipality, medical institutions at and above the county level sell drugs, and the execution shall be based on the actual purchase price, and shall not exceed 15% of the price increase rate.

Chen Jisheng said that from the perspective of the people, there has been little change in overall payment. The Municipal Health Bureau has also stated that the reform will not increase the burden on the citizens, but will adjust the structure of payment.
