In July 2011, the pilot conference on promoting the medical insurance for rural residents' major diseases was held in Jiangyin City, Jiangsu Province. In his speech, Minister Chen Jing arranged for the pilot work of the medical insurance for major diseases of rural residents. He explicitly proposed to incorporate severe mental illness into the scope of the pilot medical protection for major diseases, increase the level of medical security for the severe mental patients in rural areas, and gradually expand the pilot scope.

After the meeting, all provinces (autonomous regions and municipalities) actively adjusted and improved the new rural cooperative medical insurance policies, and gradually included certain types of diseases such as severe mental illnesses in the new rural cooperative medical insurance. As of the end of September 2011, 709 counties (cities, districts) in the country have included severe psychosis as a major disease pilot, and 14020 severe mental patients have enjoyed major disease compensation policies. The actual medical expense reimbursement level has reached 60%.
